The establishment of ExxonMobil Cyprus Ltd in Larnaca is implementing a Major Accident Prevention Policy (MAPP) and the Safety Management System OIMS (Operations Integrity Management System) which specifies with clarity the procedures and the safety requirements for all activities of the Company, the managerial, the organisational and the technical measures taken by the Company for the control and prevention of the hazards of major accidents involving hazardous substances in accordance with the requirements of the Regulations of 2015 for the control of major accidents (K.D.P. 347/2015). The Major Accident Prevention Policy concerns with the protection and the safety of employees & associates, customers and citizens as well as the protection of the environment.
The purpose of the present explanatory data is to inform the public on a proper basis and on the appropriate reaction in case of an accident. It includes also reference to the protection measures which are being applied for the prevention of large scale accidents in the establishment, as well as to the suppressive measures for the restriction of the impact in the remote case of a major accident in the establishment of ExxonMobil Cyprus Ltd.

Subject to the Regulations
The establishment of ExxonMobil Cyprus Ltd is subject to the Regulations of 2015 «For the control and prevention of hazards of large scale accidents involving dangerous substances» (K.D.P. 347/2015) (European Directive SEVESO III). In accordance with the quantities of the liquid fuels which are stored in the establishment, it is classified in the establishments of upper tier and an updated Safety Report has been submitted to the competent authority in accordance with the requirements of the Regulations of 2015 (Submission Date: December 2015).
Activities in the Establishment
The installations of the establishment of ExxonMobil Cyprus are located north of Larnaca on the coastal road Larnaca – Dhekelia and consist of two terminals – the East Terminal (ex - Esso installations) and the West Terminal (ex - Mobil installations) which are operationally unified. In-between the two terminals, the LPG installation of Hellenic Petroleum Cyprus is located.
The activity of the installations is the storage and handling of liquid fuels.
The installations are receiving liquid fuels from ships. These products are stored in tanks and loaded through filling-racks into tank-trucks for transportation/distribution.
Generic names of products and hazard description
The products that are stored and handled in the establishment are presented below.
Unleaded gasoline 95/98 Octane
Flammable liquid which can be ignited under normal temperature conditions. There is possibility of formation of explosive mixture of the vapours with air under certain conditions. The vapours being heavier than air, lie on the ground and could spread over a long distance depending on the wind direction.*

Warning and public behaviour in case of major accident
As far as the prompt and reliable warning of the interested public and its guidance regarding the actions to be performed, the competent authority is the Cyprus Civil Defense Force. The sirens of Civil Defense, the radio and TV stations and the members of the emergency services are the basic ways of informing the interested public. In any case the interested public should follow the instructions which will be given by the competent authority.
The instructions which will be given to the affected public in case of large scale accident depend on the nature and the conditions of the specific accident and relate to the appropriate behaviour in case of a major accident. In particular, there is an informational leaflet with instructions which have been prepared together with all the companies of petroleum installations along the Larnaca - Dhekelia Road in cooperation with the Civil Defence Force and the Department of Labour Inspection, and are addressed to the local residents living near the petroleum installations along the Larnaca – Dhekelia Road. In accordance with the paragraph (4) the Regulations of 2015 with regards to the programmes of regular inspections compiled by the competent authority for all establishments, the date of last site visit and inspection of the establishment of ExxonMobil Cyprus was 10/12/2018.

Nature of major accident hazards and potential effects
Within the framework of SEVESO III legislation, as a major accident is considered «an incident, such as large leak, fire or explosion, resulting from uncontrolled developments during the operation of any establishment which falls within the field of application of the Regulations K.D.P. 347/, which causes serious hazards, direct or ultimate, to the human health or to the environment, within or outside of the establishment and relates to one or more dangerous substance.
All the scenarios that can cause a large scale accident have been studied and analysed in the Safety Report of the establishment whilst all the necessary measures have been taken for the prevention of these accidents and the limitation of their effects on the human beings and the environment.
The effects of hazardous situations from the accidental leakage of dangerous substances (liquid fuels) are distinguished into:
- Thermal radiation, in case of fire
- Blast wave, in case of explosion
- Toxic cloud from the dispersion of combustion gases
In the Safety Report of the establishment of ExxonMobil Cyprus, the results of the assessment of the extent of impacts of the worse-case scenarios of large scale accidents for the predefined protection zones of population, as well as their pictorial presentation on maps of suitable scale are included.
Also in the Material Safety Data Sheets (MSDS) of the hazardous substances, exposure scenarios which are referring to the appropriate measures for controlling and dealing with large scale accidents relating to these dangerous substances are included.
The Company is taking all the managerial, organisational and technical measures for the control of the hazards of large scale accidents relating to dangerous substances. These measures are determined by specialised studies for the analysis of operational hazards (ΗΑΖΟΡ). Indicatively, the establishment has available suitable and adequate fire-fighting systems, fire-detection systems, siren for alarm notification, suitable system of maintenance of its critical equipment and infrastructure whilst programmed inspections and checks are being applied. The installations are guarded and there is security system and access control on a 24-hours basis.
Also, it implements suitable Safety Management System (OIMS), which is in accordance with the requirements of Annex III of the Regulations K.D.P. 347/2015 and suitable Emergency Plan (EP) which is in accordance with the requirements of Annex V of the Regulations K.D.P. 347/2015. Training of the personnel of the establishment of ExxonMobil Cyprus with regards to the prevention and response to large scale accidents takes place at regular time intervals.
Adequate site arrangements – Cooperation with emergency services
It is confirmed that the manager of the establishment of ExxonMobil Cyprus is obliged to make the necessary site arrangements, especially in cooperation with the emergency services for responding to of large scale accidents and the mitigation of their impacts.
The Internal Emergency Plans of the establishment provide in cooperation with the Fire Brigade Service, for exercises of readiness, fire-fighting and response to emergency incidents at regular intervals. These are carried out with the participation of the establishment personnel, while frequently there is cooperation with other Emergency Services, such as the Civil Defence Force, Cyprus Police, etc.
Furthermore, in the Internal Emergency Plans of the establishment it is mentioned that in the case of large scale accident there is Communication Plan among the establishments involved. This Communication Plan concerns with the cooperation among neighbouring establishments for immediate and effective response to large scale accidents and the mitigation of their effects.
External Emergency Plan
Other than the Internal Emergency Plans of the establishment, the Civil Defence Force in cooperation with the petroleum companies has drawn up the corresponding External Emergency Plan. This Plan has been prepared by virtue of the provisions of Regulation 52Α of the Civil Defence (General) Regulations of 1997 until 2006 for the confrontation of any external effects of the accident and includes recommendations for cooperation in accordance with the instructions or suggestions of the emergency services when an accident happens.

Establishment which is located close to the territory of another member state
The establishment of ExxonMobil Cyprus is not located close to the territory of another member state and there is no probability of large scale accident with transboundary effects in accordance with the Convention of United Nations Economic Commission for Europe on Transboundary Effects of Industrial Accidents.

The pollution of water recipient can cause mortality to the aquatic organisms.
The pollution of soil with large quantities is likely to cause penetration of the product to the underground aquifer horizons.
